PhonePe Wallet Inactivity Fees: What Users Need to Know

Recent notifications about inactive PhonePe wallets have raised questions among users. Here's how PhonePe Wallets differ from UPI accounts and what inactivity fees actually mean.

Recent notifications sent to PhonePe users regarding inactive wallets have sparked questions about how digital wallets function and whether inactivity charges can affect linked bank accounts.

A key point emerging from the discussion is that many users continue to treat their PhonePe account, UPI account and PhonePe Wallet as the same service. However, they are separate payment instruments that operate independently.

As digital payments become more common, understanding the distinction between UPI and digital wallets can help consumers better manage their accounts and avoid confusion over charges.

When a user makes a payment through UPI on PhonePe, the amount is debited directly from the linked bank account. A PhonePe Wallet functions differently. It is a prepaid payment instrument (PPI) that stores money separately from a user’s bank account.

This distinction is significant because inactivity charges apply only to the PhonePe Wallet and not to UPI-linked bank accounts.

Questions have also been raised about whether PhonePe can recover inactivity fees from a linked bank account if the wallet balance is zero. According to the information available, the fee cannot be recovered from a bank account or through UPI transactions.

If a wallet has no balance and remains inactive for a prolonged period, no deduction will be made from the user’s bank account. Similarly, the wallet balance will not become negative.

In practical terms:

  • No deduction will be made from a linked bank account.
  • No deduction will be made through UPI.
  • Wallet balances will not become negative because of inactivity fees.

Some users have reported receiving inactivity notifications despite regularly using PhonePe for QR-code payments, money transfers and bill payments. This occurs because UPI activity and wallet activity are tracked separately.

A customer may actively use the PhonePe application every day through UPI while their PhonePe Wallet remains unused for months or even years. In such situations, the wallet may still be classified as inactive even though the user continues to use the app.

PhonePe says users who may be affected receive advance notice before any inactivity fee is deducted from the wallet balance. Notifications are sent 15 days before the charge is applied.

During this period, users can review their wallet status and decide whether they want to continue using the wallet. They may choose to activate the wallet, add funds, withdraw eligible balances or close the wallet if it is no longer required.

Another area of confusion relates to Know Your Customer (KYC) requirements. Some users believe they must complete Full KYC before reactivating a wallet.

However, reactivating a wallet does not necessarily require upgrading from Minimum KYC to Full KYC status. Users can generally activate a wallet through OTP verification and by carrying out a wallet transaction. Full KYC is not a mandatory requirement for activation.

Users have also expressed confusion regarding cashback rewards. Many assume cashback amounts are stored in the PhonePe Wallet itself.

In practice, cashback rewards are generally credited to a separate Gift Card Balance rather than the wallet. As a result, receiving cashback does not automatically indicate that a wallet is active, nor does it mean cashback balances are subject to wallet inactivity deductions.

Some users have reported encountering errors while attempting to close their wallets through the app. In such cases, PhonePe advises customers to contact customer support for assistance with wallet closure or related account issues.

Wallet inactivity charges are linked to the operational and regulatory requirements associated with prepaid payment instruments. Even inactive wallets require maintenance, compliance oversight and operational support.

Industry observers note that inactivity or maintenance fees are not unique to one company and are used by several wallet providers within the prepaid payments ecosystem.

For users who have received an inactivity notification, the key consideration is whether they have an active PhonePe Wallet and whether they wish to continue using it. The inactivity fee applies only to the wallet itself and does not affect UPI transactions, linked bank accounts or result in negative wallet balances.
