GSAI Announces New Committee for 2026–2028 Term

GSAI elects new leadership team for 2026–2028 term. Committee outlines focus on welfare, awareness, and unity among seafarers.

The Goan Seamen Association of India (GSAI) has announced its new committee for the 2026–2028 term, with Joseph Assis Fernandes elected as President.

The announcement was made during a press interaction where the newly elected leadership outlined its priorities, including seafarer welfare, inclusivity, and community outreach.

The committee began by acknowledging the work of its predecessors. “We would like to extend our sincere gratitude to the previous committee for their dedication and hard work. They have set a strong foundation, and we now take on the responsibility of continuing their efforts,” the leadership said.

The association said the team brings together professionals from diverse backgrounds within the maritime and allied sectors.

Focus on Women’s Empowerment and Policy Issues

The committee highlighted inclusivity and women’s empowerment as a key focus area, in line with global maritime themes. “One of the key distinctions of this committee is our focus on inclusivity and women’s empowerment,” President Fernandes said, noting the inclusion of Dr. Anita D’Souza in a leadership role.

The issue of pensions for seafarers remains a priority. “We have consistently requested the government to make it permanent. While a decision is still pending, we remain hopeful,” he stated.

Concerns over provident fund deductions, particularly for cruise ship workers, were also raised. “Many seafarers have faced regular deductions without clear benefits or transparency. We intend to study this issue in depth and raise it with the Director General of Shipping,” Joseph said.

The committee also aligned its approach with the broader maritime theme of improving implementation of policies. “While policies exist, their implementation often falls short,” it noted.

Awareness and Outreach

Expanding awareness about maritime careers is another key priority. The association plans to conduct outreach programmes beyond traditionally aware regions like Salcete, targeting areas such as Bicholim and Pernem.

“We will conduct awareness drives across villages to educate people about career paths, training, and entry into the industry,” Secretary Michael Da Costa said, adding that such efforts are aimed at guiding youth toward opportunities in the merchant navy and cruise sectors.

Call for Unity

The association acknowledged a shortage of active membership despite its past interventions, including efforts to address certification penalties and support seafarers during crises.

“To effectively address industry challenges, we need stronger participation and unity,” the committee said.

Addressing Social Barriers

The committee also pointed to social challenges, particularly regarding women entering maritime careers. “Many families are hesitant to allow women to pursue careers at sea due to misconceptions about the profession,” it said.

“True empowerment begins at home,” Joseph added, calling for greater support from families and communities.

“We are determined to build on past achievements and take meaningful steps forward,” the committee stated.
