Former Tourism Minister and ex-MLA Francisco Xavier Micky Pacheco has filed a formal complaint seeking the immediate registration of an FIR against Gautam Khattar over alleged objectionable remarks made during a public event in Vasco.
Pacheco stated that the remarks, made during the Bhagwan Parshuram Janmotsav on April 18, were “highly objectionable and inflammatory” and targeted Saint Francis Xavier, deeply hurting the sentiments of the Catholic community.
“These statements have deeply hurt the sentiments of the Catholic community and pose a serious threat to peace and harmony in the State,” Pacheco said.
He described the incident as part of a recurring pattern, alleging that similar provocations in the past had not resulted in strong action. “Despite complaints, including those filed by me earlier, no strong deterrent action has followed. This continued failure has emboldened such elements,” he added.
Pacheco confirmed that he has filed a complaint at Colva Police Station seeking immediate registration of an FIR and arrest of those responsible. He also raised concerns about systemic delays in law enforcement and judicial response.
“The issue today is not only about law enforcement, but also about the effectiveness and timeliness of the judicial process,” he said, adding that repeated offences without consequence undermine public confidence.
Referring to earlier incidents, Pacheco stated that similar derogatory remarks were allegedly made in 2022 and again in October 2024, but no effective action followed. He argued that such inaction has contributed to repeated instances of provocation.
He further claimed that statements referring to Saint Francis Xavier as a “terrorist” and making remarks about his mortal remains were “shocking, unacceptable, and clearly intended to insult religious sentiments and provoke communal tension.”
Calling for accountability, Pacheco urged elected representatives from the Catholic community, including Nilesh Cabral, Alex Sequeira, Atanasio Monserrate, Michael Lobo, Delilah Lobo, Yuri Alemao and others to “go beyond statements and take a clear and united stand on this issue.”
“The people of Goa, particularly the Catholic community, expect visible and firm action from their elected representatives. This is a moment that calls for leadership, not mere reaction,” he said.
Pacheco has given authorities 48 hours to act on the complaint, warning that failure to do so would compel him to approach higher judicial forums, including the High Court.
“I state clearly that I am giving 48 hours to the police authorities to take decisive action on my complaint,” he said, adding that continued inaction could have “severe” consequences for communal harmony.
“If not now, then when,” Pacheco said.
