Velim MLA Cruz Silva has raised questions over a Town and Country Planning Department notification proposing the classification of ecologically sensitive areas in Velim, Assolna and Sarzora, saying the terminology and its legal implications require closer examination.
Silva said the protection of paddy fields, orchards, wetlands, rivers, canals, mangroves and other sensitive land must remain a priority. He said these areas are important for agriculture, groundwater recharge, biodiversity, ecological balance and the livelihoods of local communities.
The MLA said existing planning instruments already use classifications including “No Development Area” and “No Development Slope”. He said it must be examined whether the latest notification makes a substantive change to protections or simply reclassifies areas already covered by existing safeguards.
“At first glance, there appear to be important questions regarding the terminology and its implications,” Silva said.
He questioned the purpose of introducing new terms if the affected land is already protected, and called for clarity on the legal consequences of the proposed classification.
“If the proposal merely renames areas that are already protected, what is its real purpose? Why has the Government introduced new terminology without clearly explaining its legal implications?” he said.
Silva said he would study the notification, consult planning and legal experts, and place his findings before the public. He said he would oppose the changes through legal and democratic channels if they weakened environmental safeguards or adversely affected ecologically sensitive land.
He also appealed to residents, panchayats, farmers, environmental groups and other citizens to examine the notification and submit objections or suggestions within the stipulated period.
“Public participation is essential to ensure that the interests of our villages and future generations remain protected,” Silva said.
