
Civil society groups under the banner “Goa Needs Minority Commission” have strongly condemned the circulation of a disturbing video involving a minor boy in Margao, which they allege was deliberately created to inflame communal tensions.
The video, which surfaced on 21 September, shows a young boy being made to chant “Pakistan Zindabad.” According to the groups, it is evident the boy was forced or lured into saying the words. They argue the clip was shared online with “malafide intentions” and could deepen social discord.
Family members of the child reportedly lodged a police complaint the same day. While police questioned the individual believed to have recorded the video, activists expressed concern that no FIR has yet been registered. Preliminary inquiries also ruled out the presence of any madrasa in the vicinity, countering claims made in the video.
“Such incidents are not just about an innocent child but about attempts to malign entire communities,” the alliance said, accusing authorities of inaction. They announced plans to gather outside the Margao police station at 10 a.m. on Saturday, 27 September, to demand accountability and justice.
Highlighting what they describe as a history of bias against minorities, the groups pointed out that law enforcement has often failed to act swiftly in similar situations. They argued that recording and circulating videos of minors with malicious intent is punishable under law, yet enforcement remains lax.
“This is why Goa urgently needs a Minority Commission,” the statement read. “It will help ensure vulnerable children and communities are protected and receive fair justice.”
The groups further clarified that such incidents reflect the actions of a “handful of troublemakers” and should not be seen as representative of any community. They urged the state government to uphold Goa’s tradition of peace and communal harmony by acting firmly against those attempting to disrupt it.
