A new Bill seeks structured legal safeguards for Goa’s rivers. It proposes a three-tier authority, conservation zones and strict penalties.

Goa Forward Party chief Vijai Sardesai has introduced The Goa (Protection of Rivers) Bill, 2026, seeking to establish a structured legal framework for safeguarding rivers across the state.

The proposed legislation provides for the creation of a three-tier Goa River Protection Authority. The body would monitor, regulate and guide conservation initiatives linked to river ecosystems, functioning as the nodal agency for coordinated river management at multiple levels.

The Bill proposes that select waterways be formally designated as “Protected Rivers”. It also calls for the establishment of River Conservation Zones aimed at preserving ecologically sensitive stretches from degradation and unregulated development.

To curb pollution and environmental damage, the draft law outlines strict penalties for violations. The provisions are intended to deter activities that threaten the health and sustainability of river systems.

The initiative seeks to strengthen environmental safeguards while promoting the long-term, sustainable management of Goa’s water resources. The Bill is expected to come up for further discussion in the Assembly in the coming days.
